Before mendel was it known that genes can be manipulated?
in broad sense, yes.
mendel didn't discover "genes" exactly, characteristics inherited in mathematically predictable manner. before time, assumed characteristics of offspring somehow blend of characteristics of parents through blood or other mechanism.

though mendel , darwin had no concept of genes, dna, or chromosomes (these come later), they, other people lived @ same time (and long before), knew characteristics of plants , animals manipulated.
