Are Service Bulletins mandatory?

basically, if service bulletin made part of maintenance manual became mandatory. since owner responsible airworthiness if mechanic puts in discrepancy list owner can decide comply or roll dice bulletin doesn't impact airworthiness , hope correct! ignore 1 , owner, once advised, has liability.

i know airworthiness directives (ads) mandatory, how service bulletins (sbs)?

holds right determine whether or not sbs need mandated? manufacturer or head of relevant aviation authority of country?
