I need my I.D. but I have no forms of residency (Pa)?

i'm 19 year old male, resident of pennsylvania , need i.d. when turned 18 last year went mom lost birth certificate , dmv wouldn't accept photo copy. took few months new 1 mom lost social security card , kept insisting needed i.d. found out last night don't need ss i.d. in state of pa. doesn't want live responsibility of losing belongings have on own, problem is, don't have of needed forms of proof of residency. state requires need 2 of listed forms prove residency:
tax records
mortgage documents
lease agreement
w-2 form
current weapons permit
current utility bills

don't have tax records, haven't had job yet. don't pay mortgage of house, live mom (dad deceased). have never leased anything. don't have w-2 form, taxes. don't have weapons permit yet , don't pay of bills. mom refuses go me dmv, don't know i.d. appreciated.
