Can pretty much all computers handle any monitors?

i'm thinking getting new monitor dad christmas. hes rocking square 1 thats size of ipad , hes had 8 years. consequently, computer pretty old, took in upgaded 2 years ago, i'm not sure extent. in case, don't think upgraded graphics card.

plays games, not graphic intense ones. likes older turn based games galactic civilizations. wondering if new monitor (20-24 inches probable) compatible computer.
