Is it against the law to melt silver coins?

shops take in silver coins every day sent off melted , refined , made bullion bars or used jewelry or other things.

coins cannot legally melted scrap value, or legally exported out of country, (where legal melt them), pennies , nickels. that's because pennies before 1982 worth more in copper face value, , nickels have been in past (right it's break-even). because costs government more face value make replacements coins if melted down in large enough numbers, made scrapping them illegal. silver coins no longer in circulation , face value of coins dime exceeds value of metals in them, it's not worth scrap those, there's no need make melting them, or silver coins, against law.
